Strativia LLC, a leading provider of technology, consulting, and mission support services to federal agencies, today announced the appointment of Terri Cooper, CF APMP, as the company’s new Director of Proposals.

Cooper brings more than 30 years of experience in federal proposal management, capture support, business development collaboration, and strategic proposal leadership across the defense, civilian, and state and local government sectors. Throughout her career, she has led and supported high-value, competitive federal proposals for organizations ranging from large integrators to emerging growth companies.

In her role at Strativia, Cooper will oversee the company’s proposal operations and strategic proposal development efforts, including proposal planning, compliance management, proposal process improvement, cross-functional coordination, and proposal quality assurance. She will work closely with executive leadership, business development, capture, operations, contracts, and technical teams to strengthen Strativia’s proposal infrastructure, improve win strategies, and support the company’s continued growth in the federal marketplace.

Cooper holds the CF APMP (Foundation-Level Certification) from the Association of Proposal Management Professionals and has built a distinguished career leading and supporting complex federal pursuits across agencies including the Department of Defense, DHS, FBI, DEA, and civilian agencies. Her background includes leadership roles with organizations such as Xator LLC (a Parsons company), Key Solutions, IBM, Engility Corporation, NTT DATA North America, Northrop Grumman Information Systems, and others.

Over the course of her career, Cooper has managed and contributed to major IDIQ, GWAC, MATOC, and task order pursuits, developed proposal process frameworks, led color team reviews, managed proposal teams and schedules, and supported successful awards ranging from multimillion-dollar task orders to large-scale strategic contracts. She is also recognized for mentoring proposal professionals and fostering collaborative, high-performing proposal organizations.
